Saudi Prime Minister Leads National Development Under Ambitious Vision

The Prime Minister of the Council of Ministers in the Kingdom of Saudi Arabia leads daily government work and ensures the implementation of the state’s general policies, based on the Basic Law of Governance and the directives of the wise leadership.
Constitutional Powers and Responsibilities
The Prime Minister chairs the Council’s meetings, oversees the implementation of systems, regulations, and decisions, according to the Council of Ministers System issued by Royal Decree No. (A/13) dated 3/3/1414 AH. His officially prescribed powers include approving development plans before they are submitted to higher authorities, following up on the performance of ministries and agencies, and approving international treaties and agreements after the approval of specialized authorities, as stated in Articles Nineteen and Twenty of the system.
Drivers of Economic and Social Transformation
In recent years, the Prime Minister’s office has led pivotal initiatives to achieve the goals of Saudi Vision 2030. Official data from the Statistics Center indicated that the performance index of Vision programs exceeded 64% by the end of the first quarter of 2023, with sectors such as tourism (8.6% growth) and communications (3.7% growth) achieving record levels according to their respective ministry reports. The office also oversaw the launch of stimulus packages exceeding 200 billion riyals to support the private sector during the pandemic, according to the Ministry of Finance.
Enhancing Regional and International Cooperation
The Prime Minister represents the Kingdom at international forums, having chaired high-level delegations at the recent Arab Summit in Riyadh and the G20 Summit in Bali. These participations resulted in the signing of bilateral and multilateral cooperation agreements, including an agreement to establish a free trade zone with Gulf Cooperation Council countries and Asian partners, as published by the official Saudi Press Agency (SPA).
Future Challenges and Current Priorities
Under his leadership, the Council continues to focus on following up on strategic files such as developing non-oil industries, empowering youth, and increasing women’s participation in the labor market, which reached 37% according to the latest statistics from the General Authority for Statistics. The Council also gives top priority to major infrastructure projects within the Quality of Life Program, where a development budget exceeding 1.1 trillion riyals was recently approved for 2024, according to a Ministry of Finance statement.
The role of the Prime Minister’s office remains crucial in translating higher directives into effective executive policies, with follow-up on government performance indicators and ensuring integration between sectors to achieve sustainable development targets across all regions of the Kingdom.
